The suit alleged that a city flood control improvements project actually channeled more water into the downstream system than it was capable or handling. Plaintiff's Hydrologic Engineering expert, Mr. Richard Van Bruggen, developed a hydraulic computer model illustrating the design flaws of the city's storm drain system.
