Mr. Richard Van Bruggen PE, PH, CFM, D.WRE is an internationally recognized Expert Witness Hydrologist and Water Resources Engineer specializing in the analysis of floods, flooding and floodplains, stormwater and drainage, dams and reservoirs, rivers, streams and storm sewers. He is an expert in, and testifies on, the meteorology and hydrology of flood events and dam and reservoir operations, as well as the hydraulics of storm drains, highway drainage systems, river systems and drowning occurrences.

The Company President and Principal Engineer, Mr. Rick Van Bruggen, is a Diplomate, Water Resources Engineer (D.WRE), recognized by the American Academy of Water Resources Engineers as a renowned surface water hydrology and hydraulics expert. He has over 40 years of engineering design experience, and 35 years of expert witness experience, in the field of Water Resources Engineering. He is a Professional Hydrologist (PH) with the American Institute of Hydrology (AIH) and a Certified Floodplain Manager (CFM) with the Association of State Floodplain Managers (ASFPM), and  has written articles and given speeches on various topics regarding flooding, flood control engineering and being an effective expert witness.
